The next and vital step has been taken by Europe in its quest to set up the Galileo satellite-navigation system.
EU transport ministers have approved the so-called Galileo Implementation Regulation.
This is the legal instrument that releases the 3.4bn euros agreed by finance ministers in 2007 to fund construction of the space-based system.
It means contracts can soon be awarded to establish ground stations, to build spacecraft, and provide launchers.
Competition for those contracts should be closed by December, initiating work that ensures Galileo is up and running by the end of 2013.

The unveiling
Tata Motors has unveiled the world's cheapest motor car at India's biggest car show in the capital, Delhi.
The vehicle, called the Tata Nano, will sell for 100,000 rupees or $2,500 (£1,277) and enable those in developing countries to move to four wheels.
The four-door five-seater car, which goes on sale later this year, has a 33bhp, 624cc, engine at the rear.
It has no air conditioning, no electric windows and no power steering, but two deluxe models will be on offer.

But there's a sideshow worth watching for those interested in Washington tech policy: Today is the last day of the Federal Trade Commission's public comment period on online privacy principles and behavioral advertising.
Not surprisingly, the two biggest figures in the wheeling and dealing over Yahoo's future play a big role here, too. Both have submitted comments on the FTC rules, and the differences between them may demarcate the future lines of the debate.
First a very quick definition: Behavioral advertising is the collection and use of information about Internet users’ web browsing behavior to target them for advertising purposes.
To use a very extreme example, behavioral advertising could mean that advertising companies could compile databases detailing whether someone visits web sites focusing on religion, medical, or sexual-orientation matters — and then use that information to tailor ads to that person, even after he has moved on to other web site

MWC 2008: Mobile website population booming

The number of mobile websites has shot up by six times the figure reported by dotMobi in November.
This year will undoubtedly be the year of the mobile internet, with the number of mobile websites having grown phenomenally from 25,000 in November last year to around 150,000 today.
So says dotMobi who completed its latest trawl of the web to update its figures just last night and spoke to IT PRO this morning on the penultimate day of the Mobile World Congress in Barcelona.
dotMobi spiders the whole of the internet, using some 200-plus servers to conduct its analysis, the figures from which have helped to confirm that this year will be a momentous one for the mobile web, according to Paul Nerger, vice president of advanced services and applications at dotMobi.

Computer club to hold 'nerd auction' for dates
Forget about geeks not getting dates! The Linux Users Group at Washington State University put their clever minds together and came up with the nerd exchange. Ready to date beyond cyberspace, they decided to use their computer smarts to their advantage. In the past, geeks were suckered into fixing computers for beautiful, flirtatious girls, only to be completely ignored by them after they got what they wanted. Not the Linux Users Group.
“You can buy a nerd and he’ll fix your computer, help you with stats homework, or if you’re really adventurous, take you to dinner,” the group president said.
The group is soliciting help from sororities in an attempt to spruce up their image. Unfortunatley, no one has taken the bait and they have yet to put their epic challenge to the test. Hey, props to these guys, even if it never works out, good on them for getting creative.
